JP Investigation and Consulting, LLC is owned and operated by Joseph J. Pelcher Joe Pelcher started his career as an Accountant/Auditor for New York State and went on to spend 26 years as a Special Agent of the FBI. He spent 18 years working in the New York City Office working a wide variety of Investigative matters including Financial Fraud, Bank Fraud and background investigations. After spending a year studying the Russian language at the Defense Language Institute in Monterey, California he was assigned to work Foreign Counter Intelligence cases during the height of the cold war. In 1990 Mr. Pelcher was transferred to the Boston Division to work on a Financial Fraud Task Force to address the Savings and Loan Crisis in the early 1990s. He then helped start up the Russian/Eurasian Organized Crime program in Boston. Mr. Pelcher was then transferred back to New York City to work on their Russian/Eurasian Organized Crime Task Force. During that period his work took him from New York to Russia to Central Asia and Eastern Europe. In addition to performing investigative work overseas he conducted seminars with foreign Police Forces and provided protection and logistical support for the Director of the FBI when he traveled to Russia and the former Republics of the former Soviet Union. After September 11, 2001 Mr. Pelcher was assigned to Foreign Counter Intelligence cases running covert operations targeting Nations and organizations who support Terrorism. Mr. Pelcher retired in 2005 and spent the next 8 years as Director of Security for the New York State Comptroller. He was in charge of an Executive Protection Team that provided Security for the Comptroller of the State of New York.
